This is a work by Masato Akutsu, a ceramic artist who works at Creative Studio Akutsu in Mashiko Town, Tochigi Prefecture.
Gosu is a paint whose main component is cobalt oxide. The blue pattern is created by painting the blue color on the bisque-fired piece, then applying a transparent glaze and firing it again.
